Only 40 per cent of the 600 seasonal pool lifeguards have reported for duty so far, which is half of the target number needed.

The HKRSPGU also warned that more than 20 public swimming pools may only partially open this month, while around 500 licensed private pools will not open as scheduled, due to the ongoing shortage of lifeguards. Union secretary and full-time swimming instructor Eddy Lau Tak-hung said that beginners who had been learning to swim since the beginning of this pandemic would have missed three years worth of lessons if facilities were closed. He called on the government to allow schools and swimming training institutions to use public pools with no lifeguards, provided that they can guarantee a qualified person will be present at all times.
